To plonit: It is generally considered safe to birth within a distance of 30 minutes to hospital. This should take into consideration the additional time waiting for ambulance . To Bracha: About low birth weight babies. This depends on many factors. In a case where for example, the baby was 2400, and was not premature, and both parents are small, and the baby nursed well and had no respiratory problems and a pediatrician checked the baby soon after birth, I would not necessarily think such a baby needs to be transferred. If however, it was 37 weeks, with fast breathing and nasal flaring and not nursing and 2600, I would transfer it. Sometimes there are no clear cut rules, and you need to look at the whole picture. Obviously a small baby needs to eat frequently, and be kept warm enough and a pediatrician needs to check the baby. Of course not everyone is suitable for homebirth, and women high-risk should birth in hospital because they are better able to deal with medical problems that can be expected.
